From paragraph

2 of your despatch under reference it

appears that the only consignments

having "in transit" statua were

consignments of safety cartridges and

shot guns;

and consequently the

9 machine guns stated in the schedule

to have been exported in January 1935

were exported from stocks held by

dealers in Hong Kong. It is not

clear how these goods came to be in

the possession of private dealers,

as it is presumed that war material

is only allowed to enter to Hong Kong

when entitled to "in transit" status

or imported for the use of the Hong

Kong Government.
